FBI agents arrested a 42-year-old government contractor Friday at his Washington, D.C., home, charging him with unlawfully transmitting national defense information to his girlfriend, who publishes a Substack newsletter that allegedly published classified CIA assessments, according to the Department of Justice.
Ian A. Brinksman, who held Top Secret security clearance with Sensitive Compartmented Information access, worked for a federal agency beginning in 2020 and later as a systems integration developer for a third-party contractor serving the same agency, authorities said.
Prosecutors allege Brinksman accessed classified intelligence reports and communicated the information to his romantic partner, identified in court documents only as “Individual 1.” The FBI affidavit cited phone records, database access logs, badge-swipe records and emails as evidence linking Brinksman to the unauthorized disclosures.
A fundraising article published in September 2026 by the journalist stated she had “published reporting based on classified CIA assessments that I believe the public deserves to know about,” according to the DOJ. The article appeared on Capital & Empire, a Substack publication authored by Aída Chávez, whose past work has appeared in The Hill and The Nation.
Investigators identified at least five instances in 2026 where published articles contained information matching classified reports, some at the top secret level.
FBI Director Kash Patel said any employee caught leaking classified information will face “the full weight of justice,” calling the protection of America’s secrets a top counterintelligence priority.
“Anyone caught abusing their position of trust within the government by jeopardizing national security and putting our brave warriors at risk will be met with the full weight of justice,” Patel said in a statement.
Attorney General Todd Blanche emphasized that national defense information is classified to protect Americans from foreign adversaries. “The details alleged in this affidavit reflect the behavior of a government contractor who exempted himself from a federal law governing the protection of classified information,” Blanche said.
CIA Director John Ratcliffe declared “zero tolerance for leaking” and vowed prosecution for anyone violating their oath.
The prosecution reflects the second Trump administration’s intensified efforts to identify and prosecute government leakers and media organizations that publish classified material. In July 2026, the DOJ moved to subpoena four New York Times journalists over reporting about a luxury jet gifted to the president by Qatar.
Former presidents Obama, George W. Bush and Nixon similarly pursued leakers and subpoenaed journalists, illustrating a recurring tension between government secrecy and press freedom that has persisted across administrations.
Brinksman was charged by criminal complaint with unlawfully transmitting national defense information under the Espionage Act. Assistant Attorney General for National Security John A. Eisenberg described the alleged conduct as “a betrayal of his oath and the American people who entrusted him to fulfill his duties honorably.”
The FBI Chicago Field Office is leading the investigation, with trial attorneys from the National Security Division’s Counterintelligence and Export Control Section prosecuting the case.
This arrest signals that the Trump administration is fulfilling its pledge to hold accountable those who betray their security clearances and endanger intelligence sources and operations. As the Justice Department pursues prosecutions against leakers and potentially complicit journalists, the case against Brinksman may set a precedent for how aggressively the government will enforce secrecy laws in an era of instant digital publishing. The outcome will likely shape the boundaries between protected journalism and unlawful disclosure of classified information for years to come.
